25 MWp Open Access Captive Plant — Tamil Nadu
Tamil Nadu, India · Manufacturing
Overview
A 25 MWp group captive plant wheeling generation to three manufacturing sites under state open access, structured to meet the 26% equity and 51% consumption tests.
The challenge
Landed cost, not generation tariff, decided the business case — wheeling charges, cross-subsidy surcharge and banking terms were all under revision by the state commission during development.
What we did
We modelled landed cost under the current tariff order and stress-tested it against tighter banking rules before financial close, and structured the shareholding to hold group captive status on an annual basis. The plant delivers power at 41% below the consumers' prevailing industrial tariff.
