The regulatory right to buy power from a generator other than your DISCOM, wheeling it across the grid for a set of charges.

The charges decide the case

Wheeling charges, transmission charges, cross-subsidy surcharge, additional surcharge and banking terms vary by state and change with every tariff order. Landed cost, not generation tariff, is what should be compared against your current bill.

Banking is the swing factor

Whether a state lets you bank surplus generation and draw it later — and at what settlement period and charge — can move project economics by 15-20%. States have been tightening banking rules, so model it under current regulations and stress it under tighter ones.
